Tropical storm conditions possible, with hurricane conditions also possible. A chance of showers and thunderstorms, then showers likely and possibly a thunderstorm after 2am. Mostly cloudy, with a low around 80. East wind 15 to 20 mph increasing to between 25 and 30 mph. Winds could gust as high as 40 mph. Chance of precipitation is 60%

As of 0800 hours, the National Hurricane Center has provided the following information on Tropical Storm Fay:
· Location: 20.0 N & – 78.0 W
· Storm Category: Tropical Storm
· Direction: West Northwest 13 mph
· Sustained Wind Speed: 50 mph
· Central Pressure: 1003 MB
· Watches and Warnings:
o Hurricane watch is in effect for the Florida Keys from south of Ocean Reef to Key West… including the Dry Tortugas and Florida Bay… along the Florida mainland from Card Sound Bridge westward to Bonita Beach. A Tropical Storm watch in effect for the Southeast coast of Florida from Ocean Reef Northward to Jupiter Inlet… and for Lake Okeechobee.

COUNTY ACTIONS:
· EOCs remains at Level 2, effective Sunday August 17, 2008 7:00 AM and is operating at a 24/7 schedule
· EOC activation Level 1 effective Monday August 18, 2008 7:00 AM
· Local State of Emergency declared on August 16, 2008 6:00 AM
· Normal operations: US 1, FKAA, FKEC (May close at Noon Monday), Keys Energy, Marathon Airport, Key West Airport (closure update at later conference call), Key West Port, County Parks, State Parks (notification to campers this morning)
· Tourist and visitor evacuation ordered Sunday at 8:00 AM, August 17, 2008 (Information available on web site)
· Evacuation of special needs and opening of shelter began at 10:00 AM Sunday August 17, 2008. There will be no regular transportation services Monday or Tuesday
· Evacuation of mobile homes and low lying homes residents 7:00 PM Sunday August 17, 2008
· In County shelters to be open 7:00 PM Sunday August 17, 2008 for those residents who are staying in the Keys and who do not feel comfortable staying at home during the storm.
· Four Keys Shelters to open 7 ~p.m.
· Public schools to be closed Monday and Tuesday
· Shelter locations are:
Key West High School on Flagler Avenue in Key West
Sugarloaf School on Crane Boulevard, just off the bayside of the 19 mile marker of Highway U.S. One
Stanley Switlik Elementary School at 3400 Overseas Highway in Marathon
Coral Shores High School, mile marker 90 on Highway U.S. One in Islamorada.
· Mobile home residents, those in low-lying areas and boat live-a-boards should evacuate to shelters
· Keys county and city offices to ~close Monday
· Sheriff's Offices closed Monday and Tuesday Evacuation continues for visitors.
· Evacuation of general population not anticipated at this time
· Key West International Airport plans to continue operations through mid morning Monday, August 18, 2008
· Hospitals will remain open. Elective surgeries are canceled for Monday and Tuesday
· Monroe County Supervisor of Elections Offices will be closed on Monday, August 18, 2008
· Monroe County offices will be closed on Monday August 18, 2008
· Monroe County schools will be closed Monday the 18th and Tuesday the 19th . Ready to stage special needs and shelter openings. Working on pet sheltering.
· Monroe County Sheriffs Office: Trauma Star is available for duration of storm. Jails are open and offices are closed Monday and Tuesday. Only essential personal will be on duty
· Monroe County Clerk of Court is closed Monday and Tuesday
· Monroe County Engineering is preparing construction sites, and is ready for damage assessments
· County and State Parks will close at 4:00 pm, Sunday, August 17th, 2008
· Card Sound Road tolls have been lifted at 1:00 pm, Sunday, August 17, 2008
· Next County conference call scheduled for Sunday, August 17, at 3:00 PM

· City of Marathon is at a Level II as of their 1400 report
· City has declared local State of Emergency
· City is closed on Monday with determination to be made regarding closure Tuesday

· Declared a Local State of Emergency
· Offices to close at Noon on Monday
City of Layton
· Closed Monday
· Opened Tuesday
City of Key Colony Beach
· City is closed on Monday with determination to be made regarding closure Tuesday
City of Key West
· City is closed on Monday with determination to be made regarding closure Tuesday depending on storm damage
· Tuesday BOCC meeting will be held depending on level of storm damage
STATE ACTIONS:
· State EOC at Level II activation
· FDOT is continuing their action plan. Note there is no fuel at the Marathon station
· DOH opening special needs shelter at 10:00 AM today
· Plantation nursing and rehabilitation is ready to accept patients. Offices are closed Monday and Tuesday
· DEP offices are closed on Monday with determination to be made regarding closure Tuesday
· FWC visitors center is closed, staff will be working until noon on Monday
· The Florida Emergency Information Line is 1-800-342-3557.
FEDERAL ACTIONS:
· Coast Guard / Port coordinating with FDOT on lockdown of bridges at Tropical Storm force winds or when deemed unsafe.
· Navy is operation at a Level II as of Noon Sunday
· USPS will have regular delivery on Monday
